When Russia joined Serbia in opposing the independence of Kosovo, the West did not like it, but when Moscow said that the recognition could create a precedent, this concern was considered a legitimate one. After all, the world is full of ethnic divisions, although most of them relatively dormant.
Therefore the West promised that this would be a unique case defined by two conditions: the long record of crimes against humanity committed by the Serbs during the last decade and Serbia's inability to integrate Kosovo back. Diplomats and high officials tried to convince Russia that the West was determined to reject any effort to use Kosovo as a precedent. Russia remained unconvinced.
The conflict between Russia and Georgia is a good example why the world needs a policeman. The world needs the middleman to show rival sides how to play by the rules. When Europe was in trouble during War World Two; America intervened and with the British helped the Allies win the war.
Later the bipolar world of the cold-war era help maintain peace and balance in the world. America and Russia were cautious about not deteorriating relations to the point of a nuclear conflict. Today American economy is brought to its knees and with that also affecting its influence in the world. America needs a change in mentality when it comes to the internal matters. It needs to show the world that it still stands for justice & freedom.

Colombia has announced today that it has officially recognized the sovereignty of the Republic of Kosovo. Colombia is the third South American and 44 overall country to recognize independent Kosovo.
The official Colombian Ministry of Foreign Affairs statement says:
The Foreign Ministry of Columbia declares that it recognizes the Republic of Kosovo as a sovereign and independent state:
Having examined, with the above confirmation by UN envoy, that Kosovo "is a special case that requires a special solution and does not create any precedent for solving conflicts." The foreign minister of Columbia declares that it recognizes the Republic of Kosovo as a sovereign and independent state with which it intends to establish diplomatic ties.
